Historic Byways Revitalization Initiative

Heritage-oriented projects create a climate of creativity and cooperation that evolves into major
economic development assets, especially in smaller towns.
In many communities, vacant and under-utilized sites represent untapped resources for economic
revitalization. However, real estate activities that renovate, redevelop, or simply remove eyesores
involve investment and lending risks.
The Historic Byways Revitalization Initiative is designed to provide technical and financial assistance
to remove the environmental component of that investment risk. The Colorado Historic Byways
Initiative is intended to further local economic development projects by providing environmental
assessment and cleanup services to help reuse properties located along Colorado’s scenic byways
and historic districts.
Objectives
- Delivering business-ready sites to further local heritage tourism and economic development
- Providing environmental services necessary for historic preservation efforts
- Quantifying success via economic development measurements
- Technical Assistance to Pilot communities
- Resources to identify and inventory development opportunities that further community and
economic development goals
- Environmental assessment and/or remediation services to position sites for reuse
- Educational workshops for interested stakeholders, buyers, businesses, and investors
- Supporting the cultural and economic benefits of historic preservation
- Enabling the preservation and restoration of historic resources
- Recovering infill sites for business and community reuse
- Protecting environmental and water quality within the community
- Job and income creation from rehabilitation activities and new/expanding businesses
- Reuse of existing infrastructure at infill locations
- Helping to strengthen community identity
The interagency partners leading this Initiative include the Division of Oil and Public Safety (OPS),
Colorado Department of Public Health & Environment (CDPHE) and the Colorado Brownfields
Foundation (CBF).
Recent Activites
- Trinidad, CO: CBF recently inventoried potential brownfield redevelopment opportunities in
the Trinidad area and is working with the local Economic Development Council to prioritize
the potential re-development of these sites.
- Rocky Ford, CO: CBF completed a Phase 1 assessment of the site under our Environmental
Due Diligence program. The Historic Byways Initiative is now providing the Phase II
assessment and will identify possible cleanup funding.
- Park County, CO: Applied for technical assistance with reuse evaluations of an abandoned
mill site. This site is located at the trailhead of a popular backcountry trail and is an important
heritage tourism asset.
- Leadville, CO: Applied for technical assistance with Environmental Due Diligence for site
acquisition and project funding for proposed renewable energy facility. This economic
development venture in a scenic byways community is a pilot project that could

- Strengthen the local economy to enable them to further their heritage tourism
efforts.
